ONTARIO PROVINCAL POLICE SELECT FORENSIC MAPPING SOLUTION

Pennsylvania State Police Conclude Investigation:
State Purchases MapScenes System as part of $250,000 Order


Westbank, BC – In the world of forensic mapping, police agencies carry a heavy burden of responsibility as the work they perform, usually under harsh or unfavorable conditions is often subject to intense scrutiny by the courts long after the event occurred.  For this reason, the process of evaluating and selecting a forensic mapping solution should not be taken lightly or without extensive review.

Pennsylvania State Police (PSP) recently concluded an in depth investigation of hardware and software solutions for reconstructing accidents. Based on years of experience with CARS members, PSP used the following criteria to select a system:

Critical Accident Reconstruction Specialists must have the assurance that work performed at the scene is built on a solid platform of data integrity.
The solution must use a CAD program to create a forensic map from evidence electronically gathered at the scene by a reliable data collection device.
Advanced forensic mapping features such as distance offset routines and advanced total station communication must be incorporated in to the system.
Evidence gathered at the scene must be easy to collect, undisputable in its accuracy, and transferable without risk of corruption.
The MapScenes System met or exceeded all of the above criteria and was the solution selected by the PSP.  The state has made a statewide commitment to the MapScenes solution as part of a $250,000 state expenditure that includes Leica total stations.  Training for 35 Critical Accident Reconstruction Specialists using the new solution begins January 2006.

Examination of the advanced mapping and drawing functions in The MapScenes System proved it is the forensic mapping leader. MapScenes Pro 2006 provides professional Reconstructionists with data integrity and accuracy combined with advanced drawing features – essential for producing high quality work. Evidence Recorder 3 is not a scaled down CAD program; rather, it is part of a true forensic mapping system that incorporates advanced graphics for accurate scene representation.

During the examination, claims by other vendors were often determined to be misleading and/or unfounded after analysis – only The MapScenes System has the level of integrity that can so often become a critical issue in the judicial process.

Pennsylvania State Police is in good company.

Recently the Minnesota State Patrol Accident Reconstructionists (MSPAR) and Metro Crash Reconstruction Teams were looking to update their desktop software (1) and data collectors (2) for its 50 reconstructionists.  After a careful review process, they selected MapScenes 2006 and the MicroSurvey Tracker with Evidence Recorder 3.0
The Missouri State Highway Patrol (MSHP) reached a similar conclusion when they set a priority to update their desktop software (3) and data collectors (4) for all members of its Major Crash Investigation Unit.  The Missouri State Highway Patrol selected MapScenes 2006 and the MicroSurvey Tracker with Evidence Recorder 3.0
These three large and busy state agencies all have something in common; they demand professional programs to accomplish professional work. In addition to these examples, State Troopers in South Dakota, North Dakota, Montana, Nebraska, Ohio, Nevada, Texas, Kansas, Maine, Alabama, Arizona, and Illinois have also moved up to MicroSurvey’s most recent versions of MapScenes and Evidence Recorder.

Horsham, Pennsylvania, November 5, 2005—When MicroSurvey Software Inc. found a previous data collection device used to host its evidence collection software troublesome and expensive, the Canadian-based manufacturer of land surveying, civil engineering, and accident reconstruction software chose Two Technologies’ JETT.ce® hand held computer as its replacement.   The JETT.ce is marketed to various law enforcement agencies and forensic mappers as the MicroSurvey Tracker.

A backlit keypad offered by the evidence collector hardware gives law enforcement agents the ability to see the screen and keys while mapping evidence collected at night.  The Microsurvey Tracker also has a brilliant 320 x 240 sunlight readable touch screen for daytime use in high-glare areas.

While some devices will lose data if you forget to charge the device for a few days, the MicroSurvey Tracker offers excellent battery life.  The American-made data collector operates from a NiMH rechargeable battery.  It can also take six AA batteries with no adapter, providing seamless power when needed.   Noted for good cable connection, units support a wide variety of removable peripheral devices, such as wireless LANs, modems, bar code readers, and cameras

Featuring the powerful Windows CE .NET Professional 4.2 operating system running on an Intel XScale processor, the MicroSurvey Tracker provides 64 MB of SDRAM, 400 MHz and 128 MB of secure internal memory as a standard.   Compact flash cards are permanently fixed inside to prevent dislodgement during use.

Hurricane Wilma wrecks havoc in Florida.
MapScenes Website restored.

Wilma Hits Verio Web Hosting Sites - MicroSurvey Sites Down

The world's largest operator of business web sites, Verio Inc., was hit by the latest Hurricane to strike the American Southeast. MicroSurvey Software Inc.'s web sites at www.microsurvey.com and www.mapscenes.com, both hosted at Verio's Boca Raton center were affected.

Verio stated that their emergency backup generators, tested immediately before Wilma hit, did not start when the Florida power company serving Verio's data center had to shut down two nuclear generating stations.

MicroSurvey decided to move its web site to RackForce Hosting in Kelowna, BC. The Okanagan Valley has a very temperate climate and does not suffer from hurricanes, tornados, earthquakes, ice storms, tsunamis, or other natural disasters.

MicroSurvey's OfficeSync web site is located in San Diego and was not effected.

Illinois State Police solution eases the pain of road closures due to traffic crashes.

Westbank, BC – The Illinois State Police has enabled the state's collision and crime scene Reconstructionists to conduct smoother and more fluid investigations by adding additional equipment and training for their professional forensic mappers.

Many areas are involved, but incident reports in the metropolitan Chicago area show that shorter road closures will impact those tremendous traffic jams, which in turn cause more crashes. With the public at greater risk with long road closers, the State Police have introduced new technology to expedite investigations on expressways. Graphically interfaced evidence collection and faster total stations create confidence in getting the investigation completed not only faster, but as a fair and accurate representation of the scene.

After careful analysis of four or five different solutions, Trooper Jeff Darko, State Police Safety Education Unit Supervisor and Illinois Department of Transportation Liaison, determined the need for a solution that would also assist them in reconstructing 3D maps and animations for court purposes.

Darko states " the Division of Operations and the Division of Forensics, now have the equipment and training to conduct better investigations and help reduce the time at the scene. Standardizing with the same equipment and software creates a better flow to the way we work which increases productivity and accuracy . We have built on to what we already know and use. The additional equipment also allows a quicker response time to the scene".

The Kara Company, of Evanstan , IL , supplied the 11 additional forensic mapping systems, comprised of the Sokkia 4110R, Windows CE data collector with MapScenes Evidence Recorder 3.0 evidence collection software, and MapScenes 2006 desktop software.

"There are a growing number of states that are standardizing their forensic mappers with software and equipment to open roads faster," notes Susan Bracchi, MapScenes Systems Manager.
